The Youth Preparedness website provides guidance on how to prepare for different types of disruptions and prevent accidents at home and on the go.
We encourage everyone to be proactive and act safely in their own environment.
The site is maintained by The Finnish National Rescue Association SPEK.
Emergency preparedness means that individuals or communities prepare for various accidents, disruptions and emergency conditions in advance.
- According to SPEK’s survey (in Finnish), Finnish people evaluate that they are best prepared for fires, domestic accidents and cyber crime.
- Finnish people think that their preparedness for radiation accidents, flooding and storms is very low.
A disruption refers to a threat or an event that jeopardises the security and vital functions of society.
Examples of disruptions are prolonged power cuts, water-borne epidemics and serious natural disasters, such as storms or floods.
Do you feel uncomfortable talking about preparedness?
Due to the recent changes in the security environment, many people may associate preparedness with the threat of war in particular.
However, being prepared is mainly a matter of making plans related to everyday life. There’s nothing new about preparing for storms or power cuts, for example.
Being prepared often relieves anxiety. Once you understand the subject, you can put what you hear in the media about security and preparedness into perspective.
If you know how to act in various incidents and emergencies, you don’t have to guess, and surprising situations won’t catch you off guard.

Testing the public warning signal
The volume of the public warning signal is tested on the first non-holiday Monday of each month at noon. The testing alarm is a continuous even sound.

The performance of the emergency warning system on TV is tested on the first non-holiday Monday of each month at 11.20 a.m.
Emergency warnings on the radio
The performance of the emergency warning system on the radio is tested each year on 11 February.
